Article 10 deals with information exchange between authorities and training of authorities. Law
enforcement, immigration and other relevant authorities shall, as appropriate, co-operate with one
another by exchanging information, in order to be able to determine:
• whether individuals crossing borders with travel documents belonging to another person or
without travel documents are perpetrators or victims of trafficking (para 10a)
• the types of documents that are used in crossing an international border for the purpose of
trafficking (para 10b)
• the means and methods used by organized criminal groups, such as recruitment, transportation,
routes and links, and possible measures to detect them (para 10c)
As regards training of authorities, States should provide training for law enforcement, immigration
and other relevant officials in the prevention of trafficking in persons. The training should focus on
measures of prevention, prosecution of offenders and protection of victims. The training should also
encourage co-operation with civil society and non-governmental organisations. It is important to note
that the training shall take into account human rights aspects and be child- and gender sensitive.
